Guiding Opinions on Accelerating the Digital Development of Quality Certification

In order to further promote the digital transformation of the quality certification industry, leverage the role of quality certification in promoting the digital transformation of key industries and areas, and supporting the digital industry, and strengthen the application of certification digital resources, the following guidance is proposed to accelerate the digital development of quality certification.

1、 Overall requirements

By 2030, we will gradually improve the top-level system design for digital construction of quality certification under the new business model, establish sound digital evaluation rules and technical specifications, explore the application of machine-readable standards in certification, select 10 excellent digital certification institutions and 50 digital certification projects, and form excellent cases of digital transformation in key industries and areas empowered by certification. By 2035, we will comprehensively establish a clear and innovative quality certification digital technology system and implementation system, accelerate the construction of high-level new quality infrastructure through collaborative measurement quantization and standard digitization, connect with high standard economic and trade rules to build a number of internationally influential digital certification systems, and fully adapt to the development needs of various industries and fields.

2、 Promote the digital development of certification bodies and quality certification activities

(1) Establish a digital concept for quality certification and enhance digital capabilities. Strengthen the digital awareness of the certification industry, establish digital thinking such as data-driven and innovative applications. Establish a professional certification digital expert team to gradually enhance the digital capabilities of certification agencies and personnel. Strengthen the digital promotion of quality certification, create an atmosphere of digital transformation and development in the industry, and implant digital genes into the entire certification lifecycle. (2) Consolidate the digital foundation of quality certification and comprehensively achieve informatization. Strengthen the construction of digital infrastructure, create conditions for the digital and intelligent development of quality certification, and lay a solid foundation for the digital management of the entire lifecycle of certification activities. Establish a comprehensive, three-dimensional, and visualized certification process digital and intelligent business platform, develop unified processes and standard operating procedures, improve the consistency, reproducibility, and effectiveness of certification results, and achieve traceability and auditability throughout the entire process. Improve the structural level of certification business data, standardize certification business data interfaces, achieve upstream and downstream data interconnection, mutual trust and recognition, and reduce the cost of enterprise quality certification. Explore new models of digital authentication assisted by artificial intelligence, improve the quality and efficiency of key processes such as certification commission acceptance, on-site audit, and evaluation review, and reduce certification risks. (4) Intensify data mining efforts and carry out comprehensive quality diagnosis. Support certification agencies to integrate data models and mechanism models to construct quality root cause analysis models, quality anomaly warning models, and quality spatiotemporal pattern analysis models. By utilizing the digital information generated during the certification process, we innovate and develop data products and tools for risk prevention, quality evaluation, and quality improvement, providing certified organizations with deeper level services such as quality diagnosis, quality physical examination, and quality enhancement. Carry out intelligent manufacturing capability certification and industrial operating system certification, promote enterprise digital transformation and intelligent upgrading, and improve total factor productivity and product added value. Establish and improve the product carbon labeling certification system, accelerate the application of green and low-carbon technologies, processes, and equipment, and promote intelligent and green transformation. Strengthen the software capability building and quality management required for digital manufacturing, pilot software engineering full process certification and new industrialization data certification, and achieve a higher level of integration between industrialization and informatization. Enrich the certification of digital public services, promote the construction of education, healthcare, elderly care, smart cities, and digital communities, and facilitate the high-quality development of the service industry through digitization. Utilizing big data and artificial intelligence to achieve continuous innovation in product design, service experience, and management decision-making. Deepen the certification of financial technology products, explore the implementation of financial service certification, and promote the improvement of financial service security protection level. 4、 Intensify support for quality certification in the digital industry

Strengthen the research on certification technology in key areas of digitalization, develop certification systems required for industrial development such as smart agricultural technology equipment, industrial robots, intelligent computing devices, industrial operating systems, data acquisition sensors, industrial gateways, and intelligent detection equipment, and select a batch of high-quality digital products. Focusing on cultivating a segmented consumer goods market, we will promote the certification of connected vehicles, smart home appliances, new generation information technology, service robots, and elderly care equipment, enrich the supply of high-quality products, and focus on meeting multi-level and diversified consumer needs. Carry out digital transformation service capability certification to provide enterprises with services such as technology transformation evaluation, scenario cultivation, and technology verification. Innovate evaluation technology, promote the construction of commercial password authentication system, explore trusted digital authentication such as zero trust, blockchain, and privacy computing. Fully utilize digital technology to form a unified quality certification and supervision big data center, promote the collection, sharing, and effective utilization of regulatory data, certification agencies, and certified enterprise data, gather relevant certification and supervision full business data, achieve data interconnection and intercommunication in the field of quality certification, and ensure full chain and full field supervision before, during, and after the event. Explore and carry out quality prediction and traceability of certified products based on big data, promote the transformation of quality certification supervision from one-way management to two-way interaction, and from offline to online and offline integration. Encourage business entities to actively participate in the development and utilization of data resources, empowering public governance and industrial development. (14) Strengthen policy support.
